Pope says Vatican involved in Ukraine, Russia peace mission

The Vatican is involved in a peace mission to try to end the conflict between Russia and Ukraine, Pope Francis has said, declining to give further details.

“I am willing to do everything that has to be done. There is a mission in course now but it is not yet public. When it is public, I will reveal it,” the pope told reporters on Sunday during a flight home after a three-day visit to Hungary

“I think that peace is always made by opening channels. You can never achieve peace through closure.  This is not easy.”

The pope added that he had spoken about the situation in Ukraine with Hungarian Prime Minister Viktor Orban and with Metropolitan Hilarion, a bishop representing the Russian Orthodox Church in Budapest. “In these meetings, we did not just talk about Little Red Riding Hood. We spoke of all these things. Everyone is interested in the road to peace,” he said.

Since Russia invaded Ukraine in February 2022, Pope Francis has pleaded for peace practically on a weekly basis, and has repeatedly expressed a wish to act as a broker between Kyiv and Moscow. His offer has so far failed to produce any breakthrough.

Ukraine’s Prime Minister Denys Shmyhal met the pope at the Vatican on Thursday and said he had discussed a “peace formula” put forward by Ukrainian President Volodymyr Zelenskyy. He said he had also invited the pontiff to visit Kyiv.

Pope Francis, 86, has said previously that he wants to visit Kyiv but also Moscow on a peace mission.

Lankan workers in Middle East sending money, while more educated do not: Minister

By NESHELLA PERERA

Millions of less affluent Sri Lankans works in the Middle East are sending money home to keep the economy afloat while the more educated who hold higher post in developed countries keep money stashed elsewhere, Labour Minister Manusha Nanayakkara said.

“The most amount of foreign exchange generated for Sri Lanka comes from the Middle Eastern region,” Nanayakkara said in Parliament.

“The ones who earn the least contribute to most of the remittances and those who hold bigger posts in developed countries, send very little money to the country because they are politically misled and will not send money.”

Many liberal developed nations give permanent resident status to foreign nationalized who can later become naturalized citizens, unlike nationalist nations like Sri Lanka critics say.As a result, they buy assets in those countries.

Middle Eastern nations also do not allow foreigners to settle permanently as a general rule.Sri Lanka is trying to raise salaries of workers in the Gulf, he said.

“We have discussed with Saudi Arabia, Oman, Kuwait and The United Arab Emirates to increase the salary earned by these women,” Nanayakkara said.

Many Sri Lankans are now leaving the country after the central bank printed money to maintain an artificially low policy rate and boost growth without working for it (output gap targeting or stimulus) under a discretionary flexible inflation targeting regime and collapsed the rupee.

Before the money printing central bank was set up in August 1950, Sri Lanka was a net importer of labour, like Dubai and Singapore. The weaker the currency the lower the salary that people will be prepare to migrate to countries with monetary stability.Sri Lanka has printed money for 73 years creating forex shortages, and with the support of economists in many cases have laid the blame on importers. In this crisis, the worst in the history of the central bank exporters were blamed and public money was used to track their transactions.

Minister Nanayakkara’s praise comes a few months after expat workers were themselves were scapegoated for sending money through unofficial gross settlement system which had been used for long distance maritime trade for centuries.

Remittances shifted to Undiyal/Hundi or Hawala settlement system from the formal banking system after the central bank printed money to artificially lower interest rates and maintain a fixed policy rate.Undiyal funds kept the country fed through open account trade, with the formal banking system was unable to prioritize as the newly printed money struggled to go out of the country through the credit system.

Sri Lanka’s remittances through official channels rose to 568 million US dollars in March 2023, up 78 percent from a year earlier, as parallel premiums declined as the central bank put brakes on money printing.( ECONOMYNEXT)

The art of growing bald gracefully

There are three important days in every bald(ing) man’s life: The day you realize you’re losing your hair, the day you realize you should shave off what remains, and the day you finally do. Growing bald gracefully is about reducing the gap between these milestones as far as possible. I learned this the hard way.

Before recounting my decade of denial and deceit, here are the bare-headed facts: I suffer from a type of baldness I call “the Prince William.” It combines an expanding circular patch on top (“the Friar Tuck”) and receding corners (“the Jude Law”). The two must eventually meet. Or, to put it another way: The bridge between my last strongholds of follicle activity has grown ever thinner, my hairline drifting apart like two continental landmasses. What once resembled Pangaea is now little more than a footbridge over the Bering Strait.

My mother was the first to notice this tectonic shift. “You’re thinning,” she observed, hovering over my then-25-year-old self at the family table. It seemed fitting that the woman who delivered me into this world should also discover my first sign of aging. After all, losing your hair is coming to terms with the possibility of looking like a big baby again. (Although my mom recently confirmed via WhatsApp that I had a full head of hair at birth. “I don’t do bald babies,” she added, unhelpfully.)

What followed will be familiar to men around the world. Realization is a creeping process of denial eroded by moments of shock and, later, resignation. Denial was believing that what wasn’t in the mirror (namely a birds-eye view of my head) didn’t exist. Shock was encountering a photo of myself, taken from above, and wondering, ‘Who’s that balding guy standing exactly where I was?’ Resignation was seeing an acquaintance across a bar, his greasy comb-over fooling only himself, and muttering to my wife: “Just don’t let me get like him.”

I almost did. Another five years would pass until I conceded defeat. I moved to Hong Kong and found a miracle barber who proved that coolness isn’t a hairstyle alone. A budding breakdancer (and bald by choice: hair is something of an impediment to head-spinning), he was adept at arranging my remaining locks in a way that maintained the illusion.

We had an unspoken understanding. But when I moved again last year, my attempts to explain his magic to new hair stylists became increasingly embarrassing. It felt like I was making them accomplices in my deception. “Just make it look… better?” I’d say, before removing my glasses and hoping what emerged would sustain me for another month or three. Successive barbers played along. But I, too, was fooling only myself.

Instagram’s algorithms discovered my situation and began populating my feed with clips of extreme toupĂ©e makeovers. Hints from loved ones were even less subtle — like when my wife returned from a work trip brandishing a gift, only to reveal a bottle of UV-protective scalp spray. Who said romance is dead?

In the meantime, I began making self-deprecating jokes and became more comfortable discussing my fate. Invariably, friends offered the same three condolences in reply: 1) That “at least” I can grow a beard, 2) that I have a “good-shaped head,” whatever that means, and 3) that, if I’m lucky, I might end up resembling the universal gold standard of attractive bald White dudes: Bruce Willis.

If you find yourself reassuring a balding man that he looks like Bruce Willis, I promise you he’s heard it many times before. It is reassuring, nonetheless.

‘Welcome to the sexy zone’

As your hair thins, small clumps start sticking out in new and unexpected directions. Human hairs crave company — and when their neighbors depart, they don’t know where to go.

I’d spend cumulative hours trying to convince individual strands to stick back down. Then one winter morning, as I fussed over a group of errant strays, a moment of clarity: I had grown more insecure about my hair than what lurked beneath.

That evening I purchased clippers, took them to the bathroom and unceremoniously gave myself the only hairstyle I’ll have for the rest of my life. A full 10 years after diagnosis, male pattern baldness had secured its final victory. A chapter of my youth ended in a pile of limp offcuts on the shower floor.

My wife told me I look much better than before. But she has to say that. My editor meanwhile assured me that I look more “athletic,” (indeed, my streamlined form may have knocked a few seconds off my swim time). Other benefits, I told myself, include quicker post-shower drying, no money spent on haircuts and time saved getting ready each morning.

Soon after completing the deed, I sent a selfie to my friend Anton. “Welcome to the sexy zone, comrade,” he wrote back.

Anton was the first among my friends to go bald. While I had the luxury of holding out until aged 35, he was an angst-prone 18 when he first found clumps of hair on the pillow. The denial phase lasted only until his early 20s, when it was shattered at a theater workshop by a teacher who instructed the class to “tilt over until you can see Anton’s bald spot.” He then performed what Anton described as a “little tap on the top of my head.”

“I was like, ‘What the f**k?’” he recalled over Zoom. “I didn’t say it, but I felt assaulted. Not only because he tapped me on the head, but because I didn’t even know I was bald! That was the first I’d heard about it.”

He soon found looking at photos of himself depressing. He too was assured that “at least” he had a beard and a “good-shaped head” — again, whatever that means. Someone told him he looked like Jason Statham, who is just the British equivalent to Willis. For Anton, going bald was “a very lonely” experience, especially at such a young age.

“There is something especially isolating about something happening to you that is socially acceptable to laugh at,” he said. “There wasn’t a sense of anyone feeling anything other than, ‘Sucks to be you.’”

Plans afoot to restart over 500 housing units in RPCs- The Planters’ Association of Ceylon

Close to Rs. 1Bn to be invested for the construction of housing and ECDs in RPCs 500 families to be vested with new housing constructed to the tune of Rs. 2.5Mn per unit 19 early childhood development centres to benefit families in the estate sector

The Planters’ Association of Ceylon (PA) announced that nearly Rs. 1Bn will be allocated towards recommencing the construction of over 500 housing units and 19 ‘Early Childhood Development Centres’ (ECDs) in a drive to create a sustainable livelihood for the plantation community across several RPCs in the country.

According to the Plantation Human Development Trust (PHDT), a tripartite Organisation consisting of the Government, RPCs and Plantation Trade Unions (TU), the construction is expected to complete in six months for the benefit of 500 estate workers and their families in Galle, Ratnapura, Kandy, Hatton, and Nuwara-Eliya.

A total of over 65,000 housing units have been provided to estate workers and their families, amongst which 44,000 units were constructed since privatization in 1992.

“We have been steadfast in our commitment to taking concrete steps to improve the amenities in our estates. While we witnessed a slowdown in construction work over the past two years due to COVID-19 and the economic downturn, we look forward to restarting these projects in full swing,” Media Spokesperson of PA Dr Roshan Rajadurai said.

Modular in design, the 550 square feet house is built on a seven-perch block of land. The house comes complete with two bedrooms, a sitting room, kitchen, toilet pipe-borne water, and a small space for home gardening.

In the meantime, Rs. 474Mn. will be utilised to construct 19 ECDs where children of estate workers are provided security and care during work hours. Mothers working in the field are given the facility to enrol their child at a CDC at the tender age of five months, manned by a qualified Child Development Officer (CDO), until they begin school.

With the goal of improving the lives of children in the estate sector, the work to build and renovate CDCs is rapidly progressing. As part of the Early Childhood Development project introduced in 2015, the investment and tireless efforts of RPCs have generated 1400 newly built and renovated centres. Approximately 25,000 children have been registered for supportive custodial care across the estates.

“For over the past 30 years, RPCs have continuously worked towards improving the livelihoods of the estate community. We see this not only as an investment but also as providing equal opportunity for our estates’ nearly one million resident population. We thank our donors and stakeholders who have played a major role in implementing these initiatives. For generations, our workers have been integral to the development of Sri Lanka’s plantation industry. However, especially in the context of a looming economic crisis, it is vital that all stakeholders band together to protect our most vulnerable communities,” concluded Dr Rajadurai.

CA issues interim order preventing TID from summoning former AG

by AJA Abeynayake

The Court of Appeal yesterday issued an interim order preventing the Terrorism Investigation Division (TID) from summoning of former Attorney General Dappula de Livera to record a statement .

The Court also issued an order preventing the authorities from recording a statement from Dappula de Livera pertaining to activities during his tenure as Attorney General.

The interim order was issued after de Livera filed a petition before the Court of Appeal today over the TID summoning him to record a statement on an opinion he expressed about the Easter Sunday carnage while he was serving as the Attorney General.

Acting on a directive from Justice Minister Wijeyadasa Rajapakshe, the TID asked the former Attorney General to call over on 19 and 21 April 2023 to make a statement on a claim he made days before his retirement in 2021 that there had been a grand conspiracy behind the Easter Sunday attacks.

De Livera did not visit the TID headquarters last week and his lawyer went there instead and submitted a seven-page objection letter on his behalf.

“Bhathiya” 23rd Death Anniversary of Brigadier Bhathiya Jayatilleka, RSP, IG

Extracts from the book “READ BETWEEN THE LINES” By Admiral Ravindra C. Wijegunaratne Former Navy Commander & Former Chief of Defence Staff Managing Director Ceylon Petroleum Corporation and Chairman Trincomalee Petroleum Terminals Ltd.

We studied together at Royal College. He was two batches senior to me, but we were in the same Cadet Platoon. He was our cadet Sergeant in 1978 Platoon. Bhathiya was a very cheerful person. He was smart and liked to wear fashionable clothes. When we all were wearing baggy shirts and trousers issued by Cadets Corps, Bhathiya had his own uniforms stitched to his size. Since school days, he wanted to join the Army, and was very excited about it. He joined the Army as an Officer Cadet into the first Short Service Commission batch of 1979 and was trained at the Indian Army Officer Training Academy in Chennai and subsequently, joined the Artillery Regiment of the Sri Lanka Army.

Bhathiya

As young officers, we both worked together in Mannar. I was the Officer-in-Charge of an isolated Naval Detachment in Talaimannar, and he served in the Brigade Headquarters in Talladi, Mannar. We used to have security meetings every fortnight at the Brigade Headquarters headed by our boss at that time, Brigadier Daya Wijesekara. As the land route from Talimannar to Mannar was not secure, I used to travel by a speedboat. The meeting was usually held on Saturdays. After the meeting, my Arty friends, Bhathiya, Roshan, Athula, Bandula (Logistician) and CLI friend (Trinitian) Chandana will approach Brigadier Daya and get permission for me to return to Talaimannar on Sunday. Brigadier Daya handed over the Brigade to then Brigadier Srilal Weerasooriya (who later became the Army Commander and our High Commissioner in Pakistan). We worked very hard as young officers and seniors were very fond of us.

So, the evening party on Saturday will start at eight ‘o’ clock after strong warnings from our Battery Commander (BC) at that time Major Thibbatumunuwa (rose to the rank of Major General later), Major Nissanka Wijesinghe (rose to the rank of Major General and appointed as the Chief of Staff of the Army), Major VR Silva (rose to the rank of Major General later) and Major Mahesh Samaraweera (rose to the rank of Major General later) not to drink too much and not to break glasses. However, after convincing them of good behaviour, the party starts and Old Arrack and beer will flow till late into the night.

Those were the good old days that we enjoyed in 1985/86 in Mannar. The only soft spot of Bhathiya had been his sweetheart Sashi, a Vishakian. He will talk for hours explaining how beautiful she is and his future plans for their married life. When we were fighting the LTTE and merrymaking in the Officers Mess during our free time and not very serious about our future, he had plans for his future and wanted to live a happy life.

Bhathiya was an avid reader of Military History. He used to learn about Artillery units of other Armies. He trained his gun crews very well. Apart from looking after guns, he was given an additional task to escort Mannar-Anuradhapura logistic convoys, which he loved to perform despite enemy landmine threat. He always volunteered to escort a convoy in one of the two legs, either from Mannar to Murunkan or from Murunkan to Madawachchiya/Anuradhapura. Whether he is training his gun crews in Thalladi or doing convoy duties, he used to wear his uniforms very smartly. His boots were always “spit and polished” and shining like a mirror. His men were very fond of him. He always trained his men to be professionally fully competent. He was an exemplary military leader to his men.

One of these days Bhathiya will come to my detachment on a holiday. He enjoyed driving his open jeep in Mannar roads. I used to take him to Sand Banks off Talamannar. We leave after sunset in our boats and camp out in the Sand Bank for the night. On a moonlit night, while drinking Rockland Lemon gin with fresh lime soda, (we used to get four bottles of local hard liquor per month on duty-free rate. At that time, the most preferred brand was Rockland Lemon Gin), eating deep-fried jumbo prawns, sitting on the edge of the sandbank with feet in sea water, and he will start advising me on the importance of a married life, which was Greek to me those young days. Not like us, he had a clear vision and wanted to live a long and a happy married life.

As he got married to Shashi, who was his school time sweetheart and relative, the daughter of Army Commander, General Hamilton Wanasinghe, VSV, USP, ndc (who later became CDS and Defence Secretary), he never used this connection to be away from War. A few days after his wedding, he went back to the War front. He was always brave and patriotic.

Bhathiya and Sashi had two lovely daughters, Druveesh and Sachini. Much later in service, when I asked about his two daughters, his eyes used to light up and say “I am their hero”. Bhathiya paid supreme sacrifice during the Elephant Pass battle on 22nd April 2000.

I was not able to attend his funeral as I was involved in a special mission in the Eastern area and I asked my wife Yamuna to attend. There were two funerals of distinguished Royalists who had made the supreme sacrifice on the same day at the Borella general cemetery. They were; Major General Percy Fernando of the Commando Regiment and Brigadier Bhathiya Jayatilleka of the Artillery Regiment. Both paid the supreme sacrifice during the Elephant Pass battle.

My wife who is considered as a “strong” lady in the military circles cried for days recollecting how Bhathiya’s two daughters wept during the funeral. She says no child should ever go through such an agony in their life.

We were invited to the weddings of both the daughters of Bhathiya last year. We saw the void Bhathiya has created to his loving wife and two daughters with his untimely demise. Pictures of young Bhathiya with Shashi and daughters were flashed during both the Weddings as a tribute to him. He sacrificed his life for the betterment of all the Sri Lankan children. And we shall never forget him, Brigadier Bhathiya Jayatilleka, RSP, IG, our Royal College Cadet Platoon buddy.

Lawyer represents Dappula at TID

… submits seven page legal objection

Former Attorney General Dappula De Livera did not turn up at the Terrorist Investigation Division yesterday morning although he had been summoned. Instead, he was represented by a lawyer.

Attorney-at-Law Dimitra Abeysekera, who represented the former AG, told the media that he had submitted a seven-page legal objection to the TID.

“The seven page document is a legal objection and there is no need to record a statement from a former Attorney General on the matter as the incumbent Attorney General has already served indictments,” Attorney-at-Law Abeysekera said.

Police Spokesperson SSP Nihal Thalduwa earlier said that De Livera had been summoned to record a statement on a comment he made over the 2019 Easter Sunday terror attacks.

On May 17, 2021, de Livera, as the Attorney General, said that there had been a grand conspiracy behind the Easter Sunday terror attack. He said that information gathered by the State Intelligence Service with times, targets, places, method of attacks and other information was clear evidence of a conspiracy.

Sri Lanka Savings Bank PAT grows 74% to LKR 445 Mn.

Sri Lanka Savings Bank said that it demonstrated agility in a challenging year amidst an unprecedented economic crisis by achieving a growth in Profit After Tax (PAT) of 74% to LKR 445.1 million for the year ended 31st December 2022 compared to LKR 255.1 million recorded a year earlier.

Chairperson, Keasila Jayawardena said ” amidst tremendous social and economic challenges bank has been able to sustain earnings and has shown it’s financial agility and strength. She thanked the Board of Directors for it’s leadership and the staff of Sri Lanka Savings Bank and also the Parent of Sri Lanka Savings Bank, National Savings Bank for the support given to achieve these results.

Commenting on the results the GM/CEO, Sujith Fernando said that “efficient utilization of assets, prudent risk management and effective command over costs have enabled the Bank to achieve robust results amidst severe social and economic challenges, high inflation, overall contraction of the economy and restrictions placed on the Bank due to proposed merger with it’s Parent, National Savings Bank.

Bank’s interest Income increased by 86% to LKR 1,119.7 million as a result of improved yields from investments and loan portfolio. The Bank was able to get the advantage of elevated interest rates and re-priced most of it’s treasury assets which contributed a significant portion to the interest income. The net interest income increased by 99%. The prudent management of interest earning assets and market risks lead to an increase in Net Interest Margin by 7.66% to 14.98%.

The Bank’s Return on Assets after tax improved to 5.19 % in 2022 from 2.84% in the year 2021. The Return on Equity after tax increased to 6.40% from 3.83% a year ago. Amidst severe strain on businesses and SMEs, the Bank took a prudent approach in impairing assets and due to this the impairment increased by LKR 149 million compared to year 2021.

Bank’s operating expenses increased by 25% year on year to LKR 373.1 million amidst higher personnel expenses, depreciation of Rupee and overall price increases due to inflation. Compared to the year 2021, personnel expenses grew by 28% in 2022 mainly due to increase in cost of living allowance. Other expenses increased moderately only by 16% due to stringent cost control measures.

Due to the proposed merger with National Savings Bank, Central Bank of Sri Lanka has placed restrictions on lending and deposit mobilization on Sri Lanka Savings Bank since January 2021. Due to this reason the bank has witnessed a degrowth in it’s portfolio and assets. However, this has enabled the Bank to be highly liquid and to have higher capital adequacy ratios.

The Bank has been the pioneer in lending to micro finance institutions and giving technical assistance to them. However, now most of these micro finance institutions are self sufficient in funding. The Bank also granted moratoriums to all clients who requested them carrying out the social responsibility towards clients. If the proposed merger goes through the SLSB will be absorbed by National Savings Bank.

Iftikhar Ahmed’s 60 off 24 in vain as New Zealand remain alive in the series

A game that should have been a blowout ended as a humdinger. In extinguishing Pakistan at the last, New Zealand keep themselves alive in this series by the barest of margins, edging Pakistan out by four runs. In a game that was alive until Haris Rauf’s slog was snaffled at cow corner and a jubilant New Zealand celebrated with an impromptu lap of honour across the ground, Iftikhar Ahmed to have sealed it with a breathtaking onslaught of hitting.
New Zealand  posted 163 – their highest score of the series – thanks to a half-century from their captain Tom Latham  and cameos lower down the order, as they escaped the clutches of Pakistan’s bowling in the final nine overs and ensured their bowlers would have something to defend. The bowlers, for their part, rose up to the challenge gloriously on a day Pakistan’s touch and timing was consistently missing.
The hosts’ top order misfired and the middle order was blown away by a tidy, disciplined New Zealand, who were especially clutch with their catching and looked like they would be rewarded handsomely for it. Iftikhar and Faheem Ashraf,  who smacked a handy 27 from 14 balls, ensured that gratification would be delayed, but Neesham ensured it would not be denied altogether.
Brief scores:
New Zealand 163 for 5 (Tom Latham 64, Daryl Mitchell 33, Haris Rauf 2-31) beat Pakistan 159 (Iftikhar Ahmed 60, James Neesham 3-38, Rachin Ravindra 2-28) by four runs
